Incorporated in 1913, Avon Park created both Police and Fire Departments by 1917. Health and Park Departments soon followed. Telephone service was established by 1914.
In the early 1920s, revitalization of the town resulted in the development of the Mile-Long Mall in downtown Avon Park. The Mall became the center of activity for many decades. Planners hoped the Mall would serve to increase safety and provide a pleasing vista to attract visitors and prospective settlers.
